Chapter XII
Pursuing Interconnectedness
The fragmentation that characterizes the current health ecosystem is the single greatest obstacle to everything this report proposes. It must be addressed directly, and by the bodies that created it.
Recommendation
Recommendation. Coordinate deliberately among the bodies that collectively control and impact the profession, shifting accreditation toward demonstrated outcomes aligned with identity-oriented competencies and certification toward continuous, portfolio-based demonstration of growing capability. Negotiate with commercial platform providers as a consortium rather than one institution at a time. Seed open parallel-track programs under existing accreditation among influential institutions credible enough to be copied and then publish common outcome measures. Apply the four-part federation test to each relevant proposal in this report before it launches, since a body without a federated spirit, a neutral convener, a prior definition of what is shared, and a commitment to publish is one that is at risk. Treat development of cooperative educational infrastructure as core institutional strategy.
